The Role of Big Data in Governmental Transparency and Accountability

Abstract

Objective: This study aims to examine how big data contributes to enhancing governmental transparency and accountability within the framework of smart and data-driven governance.

Methods and Materials: This research employed a qualitative systematic review design using thematic analysis. Data were collected from 12 peer-reviewed articles retrieved from Scopus, Web of Science, and Google Scholar databases. Inclusion criteria focused on studies related to big data, governmental transparency, and accountability. Data were coded and analyzed using NVivo version 14 through open, axial, and selective coding until theoretical saturation was achieved, allowing for the identification of major conceptual patterns and themes.

Findings: Thematic analysis revealed three core dimensions of big data’s role in transparency and accountability: (1) strengthening data-driven infrastructures and standardization of public information systems, (2) promoting transparency through open data, public monitoring, and access to information, and (3) improving accountability by using analytical and technological mechanisms such as artificial intelligence and blockchain. The findings highlight that big data fosters institutional trust and administrative efficiency when integrated with ethical, legal, and cultural frameworks.

Conclusion: Big data is not merely a technological tool but a strategic mechanism for redefining the relationship between governments and citizens through transparency, accountability, and data justice. The study emphasizes the need to strengthen data infrastructures, enhance data literacy among public employees, and establish clear legal frameworks for data protection to achieve transparent and responsible governance.
